如果EB1有餘額, 餘額will be used for next year EB2

Because no one will know whether there are unused EB1 visa for this year until the end of current fiscal year.

I guess what DOS meant is: because there were EB4/5 quota left from fiscal year 2005-06, EB1 managed to become current for fiscal year 2006-07. There were also some EB1 quota left from 2005-06, but the number is not enough to bring EB2 china to be current.
