you should send visa to state department within one year from the date you last visa expired. For example, your visa expired on 3/16/2003, as long as you mailed out one day before 3/16/2004(Post office stamp, or FedEx mailing date), it is OK. I did the same thing last year. My H1B expired on 10/31/02, I mailed out revaliadation application by FedEx on 10/30/03, I received on 2/2/04. Hurry up, good luck!
