No she didn't get her I-94. More details here:

My wife was on F-1 when she petitioned the H-1B. She didn't have the OPT approved yet at the time. She graduated in May but H-1B started in October. She couldn't show the OPT EAD card to bridge the gap. So she didn't have the I-94 on the Approval Notice.

Shortly after ted H-1B petition she got her OPT. And now she doesn't want to travel and wants to complete the "Change of Status" (or get an I-94) inside US.

Is this do-able? How? Thanks.
