I-140: an immigration petition or not

Someone says I-140 is an immigration petition while others say no. I am confused. Particularly, I am planning to go back to China and apply for H1-B to return to the States. My I-140 has been approved but I-485 will not be ted until the PD is current (which may be in 2008). So, should I indicated that I have applied for GC in H1B application? Thanks.
