My understanding is, you cannot apply H4 after H1

is processed, or else, your H1 will be void even you have not start your H1.

The grace period (60) of your OPT will not reach Oct, 2007. That means, if you don't tranfer to another status and wait here, finally you have to leave the U.S. to apply for the H1-B visa stamp after you get your H1-B approved.
