小白兔,Should I sue USCIS for name check for naturalization?

I passed the interview in May 2006 and they are still doing the name check/background check. My parents came in Novermber to help me with my new born baby and I want to get green cards for them. Should I sue them? Can I do it myself? Do you know the procedures? Thanks.
