請教小白兔 or Radiology

My 485 has been pending for a few years. Recently it was rejected because they did not recieve the birth certificate in Chinese. To have a motion to reopen the file, I was told that I needed to pay $385. Is that correct? May I ask whether the rejection may slow down the name check etc?
