Ask Xiaobaitu and others for H1B quoto

I have a friend who just got a postdoc from a givernment agency (not a research institute or governental library, but a national data center). The H1B for this postdoc at the government national data center needs quoto, or not? It's definetely a non-profit organization.

For some reasons, he can't access computer now and need answer in emwergency. Thanks so much for the help!
