謝謝。怎麽以exceptional hardship to a us citizen名義申請豁免？

大女兒在大陸出生。二女兒在美國出生，已經4歲半，有語言延遲，在IEP(individual education program)一年了。老婆又懷孕了，可不可以用這一條 “a claim of exceptional hardship to a U.S. citizen or permanent resident spouse or child if you are required to return to your country of residence”申請J-1豁免呢？特別是女兒有語言障礙，回大陸屬於超生不能接受好的語言矯正呢？
