140pending期間是否可以申請131？

我看了131的表，覺得即使目前是h1b身份也可以申請Reentry Permit啊，A reentry permit 。。。。or conditional resident to apply for admission to theUnited States upon return from abroad during the permit'svalidity,為何原因不能呢，請各位給指點指點，的確想回家看看。
