1. Does it mean i am not able to apply for any OPT if i drop out at school B?

2. if it is true, what do you think may be the best way to do if i want to leave school B and look for a job?

For example, is the following "imaged procedure" a reasonable one ?
1), find an employer, who is willing to sponsor H1, 3 month before leaving school B
2), file the application for H1 during these 3 months
3), wait till approval of H1
4), leave school and start working
