My guess would be more Pessimistic:

EB1: C
EB2: U
EB3: No movement

There is no point for them to wait this long if there is simply no movement, it is very likely that EB2 China and India are becoming unavailable. BTW, I am EB2 myself and there is no reason for me to trash-talk here.
