Ask the registrar office to give a letter

First, ask your supervisor to tell the Chairman of your department that you will schedule the defense on XX/XX/XX.
Second, the chairman send the letter to provost or registrar office to prove that you could get degree before the H1 starting date.
Third, the registrar office gives the letter to you or your lawyer.

At same time, your tran and mater degree could be helpful.
