magistrate judge (法官) 是法庭指定的.

聯邦律師 NOT 是法庭指定的. S/he is designated to US Attorney for a certain period of time (could be life term) for a particular district. But your case will be handled by a legal assistant or any judge designated by or on behalf of US Attorney. It is the case at least in NYC.
