I just called one officer at EDD, She explained to me what does the unemployment insurance claim mean.
she said that was not any welfare, it was one kind of insurance paid by former employer before. and it will be paid back to the employee as an insurance while they lose job. Also I need to make a correction in translatting
unemployment insurance into chinese. it should be "失業保險金". Thanks,
