I-140 pp NSC

I tracked FedEx and can see that my premium processing application/check was delivered to NCS this Monday, but so far I haven't seen any change in my status or update. Is it normal? How long do people usually have to wait till they really start the pp? In other words, when does the "15 days" start to count? Thanks!
