Question about Multi-I140

I applied EB3 Labor on 12/2004, EB2 Labor on 02/2006 and EB2 I-140. All of them got approved.
My question is can I apply EB3 I-140 now? Is there any sequence about Multi-I140? For example,
apply EB3 I-140 frist, then apply EB2 I-140 is allow, but not allow in reverse order.
