Appy H-4 outside of US, but I-485 filed before

My F-1 is out of status now, and I have to go back to China or Canada to appky H-4. Becase we filed I-485 before, (it was denied because no visa available at the time of application), does that mean that it will be very hard for me to get H-4 Visa? Thanks!
