#1 sounds like a good reason to me. Ask your hu*****and to write his parents a letter in Chinese explaining how much he misses them yet how busy he is, how he wish to see them; at the same time, ask him to write one in English to the VO explaining the same. If he could have his supervisor from work write the English letter it would be great.
Have your parents-in-law emphasize the fact that they came to visit and went home without overstaying, also have them emphasize the fact that they actually don't like America too much (not overdo it, otherwise the VO will think to himself why do you go then), emphasize how they miss their son and grandson and want to spend some time with them since he can't go back himself(that's why only you and your son went back without him).
Reassure your parents-in-law that telling the truth is the best way out. They don't have to be afraid of the VO since they are human beings as well. Then pray about it and I am sure God knows all your hearts and internsions and will help you out.
