First all, I like XiaoBaiTu. She always give me and all your guys help. Here I think my case appeared to be a little bit of difference with what your guys are talking.

My expeirence is that I filled I-290 form for appealing and wrote a letter to explan why I think my case shoul be approved when my Eb1a case was denied. In the letter I requested the officer in same center (NSC) to reconsider my case. Maybe this is called re-open. I did it by myself but fellow the instruction of my lawyer.

I filed all documents in Jan. and I got a letter from NSC in which said my case was transferred to AOL in D.C. in April. That means my case was not gotten approve after re-open then it was going to AOL for appeal. I got it approved after appeal in next year Jan.

My friend did exactly same thing with me. He is lucky his case was approved in NSC during re-open period of time. So he got his GC last year and I am still waiting now.
