Don't worry about it. It looks that USCIS made a mistake. Any H-1b has a total six years H-1b period. Within the period, you can change your status each other anytime. So, you have a chance to appeal it.
Just show your documents to your lawyer, he or she will give your answer. Also, if you have not gap over 180 days, you do not need to go back your home country to get new visa.
