It is impossible to shorten the waiting time when your friend is GC holder. The waiting time is at least 4-5 years, by which your friend is qualified to apply citizen.

The legal way is she apply the visa to US by herself, no matter F-1, H-1 or B-2. Once she enters into US, things will be different. The inlegal way, that is not what we can discuss here.
