About driver's license

Hello everyone,

My mom came to visit me as B1/B2. She is going to stay 6 months this time and She wants to get the driver's license here. But I went to the website of department of transportation. It says B1/B2 visa holder can't apply for driver's license here. But I also heard from my friend that my mom can go to social security office to get a document for driver's license tests. Then B1/B2 visa holders still can get driver's license here.

I don't know which one is right. I go to work in the daytime. I think my mom would be so bored lonely at home. Could anyone give me any advice? I appreciate it.
