F1 changed from J2 apply H1B?

Thanks for all the answers from friends to my former questions. "oncogenes" friend said waiver is imporatant just for greencard. Is it correct?
My current question is:
I am F1 changing from J2, can I apply H1B (not OPT) after my graduation before I get waiver? Thanks for experts to answer.

I have changed from J2 to F1. My wife (J1) has gone back China for two years. Do I need to apply waiver. I didn't stay in China for two years.
