H1B visa full time to part tim

I started working full time for a new employer. At the same time, my old employer wanst me to work part time for them. In order to notify INS the change of my employment relationship with the old employer from full time to part time, what forms should the old employer fill? Is it like filing a H1b visa transfer petition? How much does it cost?
