Is O-1 like F-1 requires non-immigrant intent?

I thought it is like H1b although a non immigration visa but allowing double intentions. I have filed NIW and soon Eb1b. If I got an O-1 visa, is that mean I still cannot travel since I had showed my immigration intention? Thanks!
