I-140 Approval letter

My I-140 (EB-1A Case) was approved in November 2003 by Vermont Service Center. Because I have left USA in 2003 and moved to China, I have not received any notice from INS.

How to ask VSC to send an approval notice to me? I get the approval information from INS website.
