please help for h1 premium processing question

the $1000 check should be payable to Department of Homeland Secuirity or US Citizenship and Immigration Services?

In the I-907 form it is Department of Homeland Secuirity, but my lawyer told me it is US Citizenship and Immigration Services.
I got confused.
