AP hasn't been received

My AP was appraoved on January 22, 2004, and document was sent to me on January 28, but I haven't received it yet. I remember that somebody in this forum has mentioned that he/she didn't recieved approved AP either, Have you got it yet? or anybody could share your experience in AP document and receipt problem? thx.
