有關H1 quota exempt

各位大俠，我幾個月前來到美國(F2)，找到了一個和大學有關的non-profit公司，想在這裏辦H1。本以為所有的和大學有關的non-profit公司都不受名額限製，但現在發現這個公司不屬於USCIS規定的

(a) connected or associated with the institution of higher education through shared ownership or control by a board or federation operated by the institution of higher education

(b) attached to the institution of higher education as a member, branch, cooperative or subsidiary.

這兩種情況（這個公司為一些大學提供網絡基礎設施，公司上層基本上都是一些大學裏的人，但公司本身不由某一所大學控製），請問這種情況能申請quota exempt嗎？

和一些律師email谘詢了一下，有的說行，因為這個公司和大學關係密切，也有的說不行，因為CIS卡的很嚴，不屬於上麵說的兩種情況不會批準，真是不知怎麽辦才好。不知各位是否碰到過這樣的情況？這幾天為這事兒頭疼的不行，請一定賜教。
