SSN is only a number, and indeed it is permanent

However, whether you can use it to work depends on your status. It should have words like "Valid for work with INS authorization only" in front. If you change your status from non-immigrant to immigrant, you should go to SSA to request that they issue you a new card without those words. The number should be the same unless you lost your previous card and forgot your number totally.
