I had same case as you. My case was processing in VSC (My case # starts with 'EAC') and had not gotten any infromationn in 3 months. I switched to premium processing and approved in 10 days. I only ed favorable letter and got RFE for J1 waiver.

I suggestion is:
1. waiting for the waiver notice from USCIS. In my case, I received favorable letter on 5/25/06, and received notice from USCIS on 6/14/06, it is about 20 days later.
2. usig premium processing.
