I called my local PS, they will redirect your call to the memony order office. I do not have a direct number for the memony order office.

For the visa office, yes, it is full of shit. However, there are still some nice people, you may keep calling and tell them that you sent out your file two months ago, etc. Someone will check it for you. I actually got 1 out of 2 calls to be checked.
