what time is the bottleneck for EB3? Many are saying that

once the BEC speed up processing the PD for EB3 will retrogress a lot. But it's around 05/2002 now, how many have LC that haven't approved prior to 2003? Just wondering when will be the biggest bottleneck for EB3. My PD is 12/02.
