Ottawa or Toronto? visa apply

I get my H-1 visa approved in U.S. Need to back China for urgency. But the interview booking time is so long in China. I decided to go to Canada to get my stamp.

My wife transfer F-2 to F1 in U.S, also want to Canada to get F1 visa.

Which city is more friendly for both case? Ottawa or Toronta? Is it difficult to apply visa in Canada?
