1) set up a pacer account at http://pacer.psc.uscourts.gov/ so you can have access to all the court documents of other cases.

2) go to the web page of the federal district court where you live, and log
into the electronic filing system using your pacer account.

3) search for cases that name Emilio Gonzalez (USCIS director) as a party.

4) identify complaints that best match your case, use MS Word legal pleading
template to draft your complaint based on the examples. attach all your exhibits

5) read the writ of mandamus articles on immigrationportal for filing
procedures: http://www.immigrationportal.com/showthread.php?t=194681&highlight=writ+mandamus

6) file your complaint with the court, i servered summons to all named respondent by myself.

7) sit back and wait. you can use the pacer account to monitor progress of
your case docket. the government must answer your complaint within 60 days.
