請教 !!! what does this mean by the letter from Backlog Elimina

I got a letter from BEC, It says:

"The Dept of Labor has made a final determination on your Application for Employment Certification pursuant to Title 20 , Code of Federal Regulations, Part 656 and as required by the Immigration and Nationality Act , as amended.

From ETA 750 has beel CERTIFIED and is enclosed. This certified application must be attached to the I-140 pettition along with any other required evidence and filed with U.S. Citizenship and Immigration service(USCIS). The apporpriate office can be found at
