There is a 90-day rule which allows local INS office to isuue a interim EAD card to applicants who have applied for EAD from National INS center for 90 days, but haven't got any result. I did get the interim card from San Jose office easily. Go and talk to the officer about this rule, fight for yourself.
But I also heard that someone can't get the interim EAD because national INS center holds his/her case for some reason.
