No, you apply H1B here (I-129).
After you got approval, you have to leave USA and go back to China to apply an H1B visa stamp.
Then you come back to USA in H1B status, using the H1B visa stamp.

It's cumbersome.
That's why it's always recommended to remain in H1B status if you can. Unless you are working for a second job, there is no point to use the EAD.
