You don't need to hire a lawyer. But you need prepare more documents to answer your REF.

1. You need describe that your job is not only for special area. It is benefit of the national scope. You need to describe in detail why it affect National benefit.

2. In general, you need more references, especially independ ref to prove how excellent you are. If you have a lot of citiation, it is easy to answer also. If no, you need prepare more good ref letters.
