VO is commonly used by Chinese because of the direct translation from Chinese. The offical term is consulate officer.
Just like temporary GC is commonly used by Chinese for GC from marriage with US citizen because of the direct translation from Chinese, the official term is conditional GC or GC with condition (of 2-year)
many other similar examples.
