RFE may not issued if change of address being report

Geneally RFE may be requested if the initial documents ted were incomplete. such as lack of I693, Birth certificate, all kinds of things.

If a I-485 is not processed for a period of time, RFE may be issued to check whether the applicant is still maintaining the same employment status,etc.

Reporting change of address triggers a RFE is likely a speculation. However, some unluky ones may get it because it is USCIS.
