調解書 is not equal to the divorce paper.

If she only has the 調解書, may be she is really not divorced, she think she is but after 調解書 there should be a 判決書 which will states if her marriage is finally dissolved .

Seems to me she has not reached to the final stage of divorce then some body just given up in the middle of the show.
