According to BCIS laws by 01/25/2004, Canada citizenship holder (excluding PR) must apply for H-1b1 first, and after that submit 140 & 485 to get US GC. TN-1 holder canNOT directly file 140 & 485 to get US GC. No exceptions. Don't trust others but LAWS.
