Which Co. is better for H1?

Hi, everyone,

Which company holds better chance of getting H1B for me?

One is a newly-registered firm and not listed on Exchange.

The other one is a company listed on the Exchange. However, the company just sponsored a H1B visa for this year and got apporved a few days ago. So is the immigration agency going to impose any limit on the number of H1B (s) given to the company?
