中信實業銀行代辦免麵談申請手續新規定

My parents visited US for the first time half a year ago. They stayed for a little over 6 weeks. They were planning to apply for visa through Zhong Xin bank for their next visit. However, they are dis-qualified because of a new requirement. The new requirement says that they must have stayed in the US for less than 6 weeks to be able to waive interview. Have anyone heard about this new requirement? Thanks so much for your advise.
