It is Pre-adjudication of 485's by USCIS

USCIS had decided to preadjudicate the I-485 application even during the period of visa retrogression. Pre-adjudication meant a continuous processing of the applications internally such that when the visa number becomes available, the agency will be able to decide the applications without too much delays.
