xiaobaitu & other big shots here, pls help if you can

My senator office did an inquiry for my long pending OR 1-140 in VSC (concurrently filed in 9/2005). VSC replied that the case is under security check. According to USCIS report, the security check for I-140 is the same as that for AP. But I have got my AP, so how come the I-140 is still in check?

I called VSC and a lady told me usually I-140 will be processed with I-485 because they were filed together. Is this true? So many people got their I-140 before I-485.

Big shots, if you can, pls help identify if VSC is just making excuse.
