2nHelp: 2nd FP+biometrics means background check not completed?

NIW with VSC. PD Dec 2004.
My 1st FP was done in April 2005 (10 fingure + photo on face). I did finger print + biometrics today(fingers + photo on eye + photo on face). Is this just because the 1st FP expired or because more detail background/name checking is needed?
