File I-140 within 45 days after LC approved?

I got my perm LC approved 7/25/06. Do I have to file I-140 within 45 days?

(my wifw went back to China, she plan to come back around October, she needs to apply the H4 visa in china, if her name is in I-140, that may affect her application for H4 visa).
